Could it be that the nose is still off the table after a 1/4 turn is because it's a compound tapered butt?

YES!!!!! And because the nose is off the table even minor deviations such as variable wrap thickness can be misconstrued as a warp because it's easier to see even minor fluctuations on a compound tapered butt.

That's why using a lathe(my original statement) is the best way to tell if the butt is warped.
