Player a breaks (9 ball game) and not pocket any ball, also 4 balls did't touch rail. That's foul ok :)
But can player b rerack and break?
 
In 9 Ball, Incoming player has Cue ball in hand, ANYWHERE on the table.

I think you might be thinking about 8 ball rules.
 
The option is not in the rules so it would simply be a foul. Which means player B should get BIH. I don't see it specifically stated, so that's the remedy. No re-break by either player. Player A committed a foul on the break so incoming player gets BIH.
 
It would be ridiculous for player B to rebreak. At this point, he has ball in hand, a cluster of balls, and his opponent is already at one foul. Hook him twice and win the game without even having to pot a ball.
