The last time I heard this line, the guy tried to pull a paypal scam using a credit card, only to reverse the credit card immediately after the seller gave this "buyer" a tracking number.

Sellers, make quite certain the funds are in your bank account prior to shipping any cue, being in paypal alone doesn't count as secured funds.
