Lightening a cue with no weight bolt

How would one go about doing this? And how would it change the balance of the cue?

Actually a lot depends on the cue. Changing pins and collars can change weight and balance as can reworking the butt cap area sometimes. Sometimes the only option is to drill and fill the hole with something lighter or even leave a void. One of the more radical options is to cut cues apart and alter the weight internally like that. A lathe and a deep hole drill will normally let you do anything practical after my first choice of changing pins and joint collars.

Change the joint pin to G10 and you'll save about 1oz. Maybe a tad more if the shaft has a brass insert as it'll need to be removed as well to accept the new pin.
 
weight bolts are under the rubber bumper which generally pulls or screws out.

most weight bolts either have a hex or flat head and simple be screwed out. some are glued in place which require some heat, using a sodering iron, to break the bond before removing.

the general rule of thumb, for every 1 oz removed from the back will move the balance point forward 1" and the same goes for the oposite. for every 1 ounce added to the back, will move the balance point towards the rear 1".

of corse the reverse is true as well dealing with adding and removing weight from te shaft/joint end....
