after a few tip jobs there was no ferrule left . i know there are a lot of great cue makers on az & repairers . some one that is not skilled . will turn
off to much ferrule to make tip line up. then before long need shaft.
i wanted to do ferrule if need be & retip my own cues . just for fun
id. this lathe , i found it at a flee market . 10.00 converted it over to
do ferrules & tips . jacobs chuck & hollow spindle 25.00.
there are still a few of these lathe around .

The comment about repair people taking too much off the ferrule when doing tips generally correct! (the same with a clean up of a shaft...too much wood taken off sanding!). The easiest way to prevent careless planing of a ferrule is to use a very thin carbon fiber pad (like what OB Cues uses to protect the wooden ferrule). When that pad is sanded to get the remaining glue off, the sand paper Loses! F.Y.I.

you don't sand the ferrule to put the tip on unless your using a cue top sander. If you own a lathe you just face it off....thats why they make magnifying glasses so you can see how far you have to go. You can also have your local repair man just leave a thin layer of the old tip on the ferrule as long as its still adhered well it will work the same as the backer pad.
 
To answer the OP's question. It is a specially made lathe to true up the portion of the armature of an electric motor where the brushes ride. They are not common anymore. Used to be back in the day when starters and alternators were actually rebuilt. Neat find and cool adaptation. Should work just fine for tip work.

i do agree with you . i can do it with my lathe or cue top sander, you would have to sand for about 2 months to lose 1/8 of an inch. i do use
magnifying glasses to know how far to go. i was thinking more about the
dia. more than length. after i shape tip i only use 1500 or 2000 grit paper
to clean ferrule. you would have to turn for a while to ruin ferrule.
1500 & 2000 grit paper is about as smooth as wax paper. after clean
i just use a drop of water to burnish . i used super glue on one tip , i like water better. thanks for your input , that is how we learn different
