A sneaky with veneers isn't all that sneaky. Are you actually saying you're just interested in full spliced cues?
I've got a couple of wrapless (short spice) cues with veneers (and some inlays) that would be in your price range, but they're not "sneakys".

I have a nice full splice cue with veneers that may fit the bill. Made by a cuemaker from here in south Florida named Robert Wayne.
Comes with a layered tip. Shaft diameter is 13.25 mm. Weighs 19.5 oz. Veneers are natural, orange green and purple. Black with white spec linen wrap. Limited production. Looking for $250 shipped.
