Help!!!! How Long Would You Wait?

Hello all. I was hoping to get some advise on a current issue I am going through. I dropped off a cue to be delivered from WA to Mass. at my local Post Office last Friday. I dropped the cue off at 9:03am PST last Friday the 10th and went with Priority shipping as I usually do. I did get the deliver confirmation option so that I could check on delivery.

As of now there have been no updates so I went ahead and called the USPS and they opened up an investigation as it should have been delivered earlier this week. I understand this is a VERY busy time of the year and that there have been some snow storms along the way that could be causing the delay.

I have been in contact with the buyer and he has been very understanding. I have already told him that I am happy to give a full refund if the cue does not show up (I did not insure the cue because it is not a hugely expensive cue but it is still a fair amount of money). So my question is:

How long should I wait before giving him a refund?

As I stated, the other party has been very easy to talk to and this question is coming from my desire to resolve the situation and not his pressure or anything.

One thing to note is that the other party is not an AZ member and is not someone I know personally so I am a little hesitant to act to early. He contacted me through a newer member with little activity and we then exchanged phone calls. I just don't want to give a refund to early and then have the cue show up the next day and have to hunt down the money again.

I've had two cues come back with a damaged package recently. The only reason they probably got back to me was because I reused a box and my address was on it. The shipping label was mangled and illegible. The cues were fine, but I had to remake one shaft.

I also recently had a cue returned that went to Germany because it was undeliverable. That was probably my fault with the address not being written correctly. If I had gotten a phone number, it may have made it, but since I just wrote my own number is the space, the cue came back to me.

On December 6th, I shipped a cue to Sweden. The online tracking didn't show anything until the 15th, at which time, it said it had just left NJ for an overseas destination. As of today, it still says the same thing.

I've had other cues arrive before they even show up in the system. The USPS tracking system sucks, but I prefer to ship with it because of the horror stories I've heard collecting insurance from UPS or Fedex.

I know things are slow this time of year. I'd give them a few more days. I've had lots of screwed up things happen, but the package usually eventually gets there.
 
Honestly if you want SERVICE from the Post Office use Registered MAIL, but honeslty most of the time Priority Mail from Coast to Coast is 2-3 DAYS.
 
So it's only been a week, or 2 weeks now? If only a week I'd say that's not outside the normal realm with the weather and it being December 17th.

A week seems kind of long but it is the post office at Christmas time.

I've had two Priority Mail shipments both take 7-8 days in the last month. Normally it would be 3-4 days max. It's just that time of the year when they are overloaded, and the weather is bad as well. I'd expect your customer to get the cue within the next day or two.
 
If your end customer is understanding and isn't demanding anything, just stay in communication with him and assure him that you will be willing to refund his money but it will just be more of a pain in the butt to give him the money too early, then he gets the cue, then has to send the money back, etc etc etc

As long as you keep lines of communication open and he isn't yelling and screaming for some type of resolution, why bother with refunding him money? Let the USPS catch up, which I am guessing is what will happen, and everyone will be happy. :)
