A situation came up in practice tonight that I am iffy on what the call would be.

You play a two way safe in tenball where you play safe on the three but bank carom the ten and it hangs in the pocket...

It doesn't fall for the next two shots, and then falls for the opponent, when no balls went anywhere near it...

Would you spot it, or is it a game winner???

It spots back up on the table as close to where it was laying as possible.... There is a 3 second rule just like when you drop food on the floor =) Actually I don't know for sure if it's 3 seconds but there is a time limit and I have always played 3 seconds....
