I like this Pat Fleming and BCAPL. No matter who gets the First shot after the break, that player HAS to roll out, incoming player has option. With this format, pros could even play 6 ball.

Terrible idea. Breaker has the disadvantage. Everyone will soft break. No break & Runs
I like Break and Shoot. Breaker doesnt have to make a ball on the break.
Yes that's true. But the recent TAR match, this was tried out (Daz/Mika) and was successful.
How do you define successful? Would you want to play a match where you can't shoot after the break?

Lets get it right
If we can get the money up per event and pay deeper into the field at a higher rate then most people can deal with the loss and keep it movin.
If you put some coins in your pocket and head to the next event, it might be your turn to get the rolls and make the money next time, we dont need new rules, we just need more events and better payouts!
