Ivory Ferrules, and Fiber Spacers?

Why in recent years are many Cue Repairmen, and Cuemakers using these FIBER Discs between a Tip and Ferrules? Do not that Spacer kill some of the ivory feel?
 
The fibre pad is to protect the ivory from the idiot on the other end of the stick from playing the tip down to where it cracks or chips the ivory. The pad is just another layer and has little to no effect on the hit.

I usually ask the person that I am putting the ivory ferrule on for if they play with full tips or like them low. If they like a full tip and change out when worn half way down then i do not use a pad.

IM one who plays a TIP way too long, till it almost paper thin.
