You have to have a tour to bar them from to start with.
There's plenty of tours in America (all regional) and some abroad that could take this stance.

Think it still comes down to money. You ban a guy from 4 pool tour stops, what are you denying him?
2 grand if he's a favorite and plays pretty consistently to finish top 3?
The equivalent in darts is losing like... half a million bucks. That actually stings.
Think many players have some other means of support anyway and pool is just a professional hobby.
