Shooting while the racker is working

I like the snooker method....
It's up to the shooter to see that the table is in order every shot.....
....therefore, this would be a foul.

In real life, the shooter should discuss the situation with the racker.
Personally, I would let him shoot, but the decision should be mutual.
 
Speaking only for myself, I would consider shooting while I was racking kind of a shark move. I would rack myself and I would leave slug rack to gain an advantage.

One move begets another move.

The best "move" here is to let him do what ever he wants, if it will result in his pocketing
the ball for a 15 ball rack - instead of shooting it in and coming down to the rack to play
a safe where he knocks a ball or two into play and welds the cue ball to the back side
of the rack... or did I miss something?

I think proper good etiquette should be followed always. Wait until the 14 balls are racked and the racker has moved away from the table before shooting the 15th ball.

I agree as far as my own behavior, both generally and specifically.

One of the things I like most about 14.1 is the quality of person it seems to attract. If something like this happened in a nine ball or one pocket setting it would draw no comment. In 14.1 I think it's quite rare, at least in Chicagoland.

I assume that the commenters who suggested return "moves" we're joking and are not actually cheats.

I see a couple of possible violations depending on the rule set.

In both ACS and BCA rules, play is suspended until the balls are re-racked. Your opponent may also be shooting out of turn, and the obvious unsportsmanlike conduct.


4.4 Continuing Play and Winning the Game
The shooter remains at the table as long as he continues to legally pocket called balls or wins the game by scoring the required number of points. When fourteen balls from a rack have been legally pocketed, play is suspended until the balls are re-racked.

As others have suggested, the etiquette can matter more than the letter of the law in a league match.

Penalize this sort of thing and the result will be a league with fewer players.
