Ok, I can't take it anymore.. This is a symbol I've seen probably 5 times in my life but I've never once read a single shred of information where someone actually knew who the maker was. Obviously it is a low end cheap maker, probably outside of the U.S. as well.

It's the not being able to figure out who, that's driving me insane. It's a Dragon right? or is it an Alligator.. lol

 
I think the maker did the symbol on purpose to drive people nuts. Look at the character.. Arms held up shrugging, like who am I?? You'll never know.. haha
 
He looks kinda like Spyro the dragon, it was a PlayStation game my kid used to play about 15 years ago.

I think that it's possibly a rebranded Chinese cue sold by Crystal Leisure Billiard Supply, pretty sure that's a logo they used to use.
