8 Ball..........Shooter shoots the CB into the OB and the OB hits a rail and goes off the table. Does the OB get put back on the table? Is it ball in hand?

If you go by the rules the pros use, ball stays off the table and it's ball in hand.
Since your profile says you're from the Philippines, I assume you're asking for World Standardized Rules and not USA league rules.

Section 3.7 - object ball stays down
Section 3.9 (which links to Section 6.5) - it is a foul to drive an object ball off the table.

Off the table...you mean the ball hits the floor or goes into a pocket?
Anytime a ball hits the floor, it is a foul and is ball in hand.
Spot it if you want to but where I play it goes down.

Good to know. BCA Rules follow World Standardized Rules. Don't confuse BCA Pool League with BCA Rules. The BCA Pool Leagues, governed by CSI, have slight differences. BCA and BCAPL are two different animals.
That being said, BCA Pool League and CSI:

2. Jumped object balls and illegally pocketed balls are not returned to the table but do count in favor of the player with that group.
"Count in favor of the player" is in there since most of the league formats for BCAPL use a ball count system.

No it's a foul. Dunno where he got his rules definitions from, but I just double checked and it's a foul and the balls do not spot up.

Our VNEA League and Tourney play, we have spotted the object ball, and ball in hand.
My thinking towards that is, why should a player be rewarded for knocking his ball off of the table.

Actually, he is 100% correct for APA league play. No foul and ball spots after turn is over or last ball left.
Well I went back and reread the fouls section, it says that's knocking a ball off the table is a foul. But there is also a section that says the balls spot. And another section that reads no balls except the 9 ball shall be spotted. Good thing APA rules aren't used for any real tournaments.
I agree...fouled balls should spot when there is ball-count scoring.

Go back and read again. Nowhere does it say knocking a ball off the table is a foul other than the cue ball. Also, you are looking at 9 ball rules. The op is playing 8 ball. Regardless, it's a terrible rule.
