What I would do I keep doing so until your opponent foul 3 times and it's game if they really don't want to hit the 7 or 8.You cant be forced to take a foul and neither can your opponent. This game is a stale-mate. Re-rack and start the game over.
This is a good example of why the three foul rule makes sense...

You can take away the combo, but in doing so, you most likely leave an easy billiard or carom.Another idea would be to foul by shooting the 8 into the 5 and making it, leave the 8 on the side of the 7 where the opponent can't shoot a combo with the 7 into the 8. He's left with ball in hand and no real shot except to thin the 7 and run the cueball up table.
You may want to read through the rules at least once. Nine ball does have a stalemate rule. Knowing all the rules is important especially if you are going to modify them.9-ball, my shot. WWYD? I think that's the best choice if 3 fouls is in effect. There should be room for your opponent to place the cue ball to hit the 7 but as long as the 7-9 isn't dead you have a chance.i think i would have tried to slow roll the 9 into the 7 causing the 5 to fall and giving ball in hand to my opponent.

There are some here who will argue to the death, that if you "intentionally" shoot at anything other than the object ball ....including just tapping the cue ball that you have forfeited the game under the unsportsmanship guidelines.
