how to rack when 1 ball is smaller than the rest

My thoughts.

If you are 2nd ball breaking in 8 ball, put the small ball in front. It doesn't need to touch either ball its next to, but it needs to be centered or leaning towards the side you are not breaking from. This allows you to hit the second ball more fully with less risk of a scratch.

If you head ball break in 8 ball put the small ball in the back corner.

If the 8 ball is too small you need to break harder. Not sure whether to side break or head ball break in this case.

am I doing it right? Any other opinions or thoughts?

I have seen 2 smaller stripes/solids and 1 smaller 8 ball in the last week during league.
 
the only other adjustment I make is if a smaller ball is against the rail. In that case you must force the cue ball into the rail before hitting the smaller ball so that your contact point is aligned towards the pocket. You can really compress the rails, just watch the slow motion footage from Dr Dave.

I believe that you probably have Centennials?
It comes up sometimes. Mostly with centennials or most older ball sets. What I experienced 6-ball been off sized most of ball sets. Also small worn out lacuna at foot spot can cause similar problems.
Normally updating ball set to Aramith Super Pro fix the problem.

no these are just random balls at different bars(valley 7 foot tables). Def not centennials. Racking is very difficult when the balls are different sizes

Sounds like your playing in bars. Simple solution. Find bars that have Diamonds.
 
A guess is that they have the soft triangles with the lip on them. The lip goes on top, not on bottom/against the cloth. It is there to take some of the stretch out of the rack, and make it more solid (think "I" beams). That might help some. ;)
