I should clarify, 30 seconds at least has passed, he even mentioned that it would probably fall before he got his jumper out. VNEA Rules but I'm curious if the ruling changes to BCA etc...

The rule is five seconds.

Some hustlers play that if you linger at the table, it's still your turn. No. Your turn ends when all the balls stop moving and spinning. A ball on the brink extends the turn for another five seconds.
