Without science or system, can you aim at the contact point of the cue ball and hit it consistently?
I'm assuming you mean to hit the cb where you intend to hit it with the tip of the cue. If so, then yes, some can do it consistently. Most amateurs will not do it consistently. But, they can be trained to hit it much more consistently.

No. Hit the contact point of the ob with the cb to pocket the ball.
Without science or a system? No. Many hit the contact point of the ob with consistency. And, they may swear they do not use a system. I believe they do use a system. They may not be aware of just what the steps to their system are, (conscious awareness) but if they aren't doing the same thing consistently, (albeit subconsciously) they won't get consistent results.

Contact to Contact is in my opinion a valuable *system*--
For your question: If you use for example back of the ball system, which is used by many pro players (snooker for example)(similar to aiming by numbers from Joe Tucker), you KNOW where the contact point is on the cueball as well on the object ball-
We can now start do discuss again, if someone is *able* to see a fixed point on spheres- but in my opinion due a large amount of overlearning meaning very high repetition, and also by learning to *visualise*, it is possible.
Of course not 100%...because we are human.
I use it since the early 80 s - and still on some shots. It s just in my repetoire- just kind of knowledge that helps me to *proof* in some cases.
Even if I am now using also "other stuff" ( 90/90, Pro1, CP to CP,), imo contact to contact is a great way to give a student, or how ever we call the player, a good understanding how the impact will happen- and that then will finally happen, if you *hit it correctly*.
