I think it depends on the situation. If the eight ball somehow "gets lost" every other week and the balls often end up on the rough concrete floor over by the vending machines, then I'm going with the cheapie counterfeit balls that look just like real balls but cost under $30 delivered to your door. Oh, and don't forget the exposed nails in the pockets that somehow never get fixed.
If the balls stick around and don't get damaged, I think I'd go for the cheapest set of Aramiths that are solid phenolic.
The set in the link looks interesting. Which company makes them? Do they have manufacturing issues?

For price friendly, I would go with these.

I think those are the least expensive Aramiths that are solid phenolic.
I would disagree with the decades part, though. Certainly within a decade there will be significant wear on the object balls and the cue ball will have been changed out a couple of times, probably, assuming three or four hours a day of use. I'm assuming commercial use, although the OP isn't specific.
Interesting - I wonder what ball sets come with your standard Valley bar box. You go to your fave neighborhood pool hall - do all the tables have the same ball set? Can one identify what kind they are? I never noticed any big difference between the ball sets at one place vs another place; nor can I tell what kind they are. I have seen mismatched sets and some in bad shape but that's it.
