The location has not been decided yet, but the planned dates are over labor Day weekend.

It's not up on the USSA site yet, but the Nationals will be back in Houston at the room that hosted the Seniors event and the PanAmerican:

Any word on permanent residents? (versus US citizens only)

There has been no change in policy from the IBSF so you must be a citizen to enter the nationals. I believe this applies to all countries.
