One pocket? I'd guess the average is over 38 shots per rack. And the shots tend to take longer than 13 seconds.
And to pick a nit, 22 is a not an unreasonable minimum number of shots at snooker: break-off, break of 80, miss, concede.
In the snooker forum there used to be puzzles involving improbable scenarios such as the shortest possible frame. I think that would be six shots:
break-off that pockets all the reds and the black -- 7 away
Break of yellow-blue, the score is 21-0
miss
concede with snookers required (13 remaining)
