Three Point Break Rule

(Regulation 18) essentially states that on the break shot, a minimum of three object balls must either be pocketed, or touch the head string, or a combination of both.

This is a rule that is used in many tournaments nowadays, WPA uses it, but I am wondering one thing, is there a condition or certain aspect in the game where this rule must be applied? Basically what I am asking is, is there a regulation that states that.

If A is used, then the three-point break rule must be applied in the game? or is it just a tournament director/promoter decision?

I know that during friendly play, the two players can decide between themselves whether they would like to use the rule or not, but other than this, is there a certain situation where this is a must and applicable.
 
if Deuel or Donny Mills enters your tournament and you fear they will be softbreaking and also winning.

It's up to the tournament organizer. The rule should be stated in the tournament announcements and information sheets.
 
Then you have the variation in one of the big recent events where they made the exception to that dumb "rule" that if you made two balls on the break then the 3rd ball don't matter. :rotflmao1:
 
Corey Deuel is a great player but he will break many tournaments if you don't have strict breaking rules. He has a rather large following nowadays that tracks some of the breaks he's discovered. When in doubt, apply the rules beforehand.
