one pocket adjustment

It's literally impossible to answer that question because we don't know "why" player B is losing.

Is it due to:

Lack of 1hole knowledge
Poor shot making
Impatience
Weak break
????????

Some of those weaknesses put a person in a losing position regardless of the spot.

Player B is losing because he leaves me too many easy shots by playing really bad shots and/or safeties.
I am can usually run most of the open balls in my pocket.
5 or 6 ball runs are not uncommon.
I have mentioned more than once that he left the door open too many times for me to run some balls.

My only comment is the total should equal 16 or greater.

I once played a very good one pocket player 9-5. I lost a couple games needlessly not realizing he needed less balls than were in play.

Well, from that description I'm guessing that 11-6 is probably fair (50-50) but maybe you should get there in steps from your current 9-7.:wink:
 
The most fair game is how many balls does he usually get to
If that’s his number you will have to work to win
 
Largest spot..

Not trying to derail this but since we're talking spots, what's the largest you've ever actually seen? Me personally was a 22-4 set a few yrs back. Local guy was gettin' a ton from a roadie. Had to spot ten and then go to 12.

Watching guys that can give those kind of spots run balls is amazing and a thing of beauty regarding their cue ball control and usually banking skills

Like the others have said, if the lesser player can only make 3-4 balls per game before losing, you shouldn't make him try to make more...unless you are trying to rob him
