Anyway, it's 4 spotted balls and he makes the bottom ball with a slight carom off ball #3. Cue just above line to the side pocket.

u12, I have no advice other than the usual; practice.
On a 9-foot table the 4th spotted ball can't be cut cleanly into the corner pocket without a little throw (without throw it hits about 4 1/2" up the long rail). And that cut angle can't be "seen" unless the CB is at least a diamond below the side pocket (higher than that and the 3rd ball's in the way).4 spotted balls and he makes the bottom ball with a slight carom off ball #3. It seems that if you hit 3 full enough to send it into 4 there is no way to make 4. Maybe 1 and 2 help to push 3 with a thinner hit.... I speculate that he purposely clips the 3rd ball to move the 4th ball a little before contact. I'll have to try that...

You're right. I thought it was given the 9 goes in the side. It will occasionally come up in ring games or whenever money balls are continuously spotted. For instance the 9 is sitting on the spot having been successfully ridden. At some subsequent point somebody pockets a ball on a bad hit or scratches and it spots up as well. With ball in hand, the ball on the spot is now odds on for the side - not that I can do the shot. It's a balkline ish kind of mini jump masse carom that doesn't take much force. With 9b, 9 on the spot and current ball spotted behind, I think the smart shot is to bank the lower ball around 4 rails to middle of the table and stop cb behind the 9. Next option for me would be bank to lower pocket.

This is how it's normally done, shooting to make the 3 ball in the corner - but I can imagine shooting it the other way to make the 2 ball in the side.

Right hander masse approach, (curving to the left) kiss the cueball off the x ball into the 9.
Lefties go from the other side.
Best I can figure, the cue ball is so close it hits the carom airborne and spins the 9 in. There's no drama to this shot. Med speed, it just goes.

If one had ball in hand, where would he put cb to do the shot? Just below and off to the side of the lower ball?
I don't get the masse part when talking about spotting balls in a ring game. Wouldn't incoming player be shooting from behind the line?
Still can't conceive how airborne features.
