There are two ways to measure.
One is from the base of the cue tip to the line.
Two is the perpendicular height of the cue butt from the line.

Is that even a pool ball? And your tip needs a little work. Well maybe it works for your stroke.

The first challenge I have to pass is creating a level surface.

Table Mechanics use a lot of engineering to ensure its level.

I think I can design a pool ball return for practicing only the stroke

No, they use a level.

Its a tool to get done it efficiently. If levels didn't exist they would slow roll hundreds of balls and take longer...but level is level, straight is straight and flat is flat. It's not rocket surgery.

Your question does not match the picture.
i agree it should be in free body diagram form for the engineers. they might have trouble seeing the real life version.

has the standard for free body diagrams changed?
