My cue has 1 piece screw in rubber bumper-
with 3/8 16 thread-
seems just a little loose-
like the threads could be a little taller

I was thinking.
using 2 part epoxy and lightly coating the threads,
Then re-tapping??????????

Thinking about it. If it's just a little loose, just put some regular old Elmers school glue on the threads of the rubber. You'll be fine.
It will keep it in place but not freeze it like c/a would.
 
Those 3/8 16 rubber threads are undersized.
You can coat the thread with super glue.
Put some wax on the wood threads.
Put some glue on the threads , crank it then take it out. Let CA settle inside the threads of the rubber.
 
Pour a small amount of thin CA into the hole and fling it out onto the ground careful to do it so you don't fling glue on the cue. After it dries screw a regular 3/8 16 bolt into it with some wax or soap on it. Then your rubber bumper will fit just right.
