Ball in hand in the kitchen , how do you play this?
Top ? Bottom ? English ?

DEFINITELY not from where the cue ball is now in the pic.
Parallel to the 2 ball from side rail. This is fairly easy shot and naturally hits 9

You didn't mean "parallel". It takes two points to establish a line and a line is needed to be parallel to. I'd say 4" out from the second spot on the left long rail. Hit it with bottom and take the tangential into the rack, but I'm no pro at straight pool.
 
High/inside (two rails to the table center)?
So this is what I thought also. I put cueball just 3" left of right diamond and hit 1 tip high 1 tip right at about lag speed.

As the cue ball comes of the 2 it is barely moving when it hits the stack so cueball only made it about 1 1/2 diamonds towards the middle of the table. I had no clear shot at anything.

However I have had some good fortune lately and I had a 4 ball combo ,that resembled a snake , in the stack which I pocketed. 4 balls later I drove a super easy shot into the rail as I was still patting myself on the back for that 4ball combo.

Harder than lag speed, and from the headspot. I almost alway got to the middle, with several easy shots, and those naturally leading to successive breakouts.
 
I'll play it from the head string parallel to the cushion in line with the 2 ball. Either top spin or force follow, depends where exactly the contact point on the 9 is.

I don't hit any long shots with English unless absolutely necessary.
Hitting it from where I suggested will bring the cue ball 2 rails to almost center table if it is not hit by an object ball,which it shouldn't if the speed is right.
