Good hit or bad?

After many tries, I managed to stop the video right as the CB makes contact with the 8. Looked to me like the 8 was on its way to the pocket before CB hit the 9.

Anyway, if there is not indisputable evidence, call goes to the shooter. :)

It's possible that the cue ball barely brushed the 9 before it hit the 8. As in, barely rocked the 9 a 64th of an inch. That would not be visible on the video. The ruling cannot be made on possibilities. There is no clear evidence of a foul.
It looked pretty clear at normal speed.

At .25 speed it was super clear it was a good hit.

I made the call on the come as I haven’t got my end yet😉. I just told the truth. The 9 didn’t “rock” it clearly moved after the 8 was on its way.

Edit: for a practical matter I’ve always played tie goes to the shooter. Idk what the technical rule book says about that. What does it say? Thanks in advance 😃

Yeah, but insitu with normal technology can what you describe be noticeable? Maybe yes with frame by frame NFL technology.

I suppose you could have a 1000 frame-per-second camera zoomed in in the contact points in cases like this. Shouldn't be too much trouble.

Yes, it did. But we cannot be absolutely certain it was a good hit. In that position, the cue ball passed where it might have had contact with the 9 ball before it hit the 8 ball. Maybe the cue ball barely brushed the 9 in passing and then hit it again after it hit the 8. Such a sequence is possible.
