Calling fouls is not part of the class core content. I personally believe the ethical thing to do is to call one if you do in fact foul. Many times the direction of the cue ball/object ball tells the tale whether there is in fact a foul.. However, I teach students that they should always referee their own matches (pay attention to what is going on). You cannot expect others to be honest. If something looks questionable call for a referee.
Studies show that tip hardness makes no difference in the amount of spin. Contact time is almost identical for both. I do believe speed control is easier with a harder tip. Not sure how it can be proven, I do not prefer tips with elasticity. The fact that they do compress just adds another factor for players to deal with.
