2 has a YEILD sign....Correct answer is 3,2,1.

A couple of things:

A yield sign is an inverted triangle.
That sign is not inverted.
These are a few normal triangle signs:

So, without knowing exactly what the triangle sign is, it's hard to say who has the right of way. Is it an airplane? Is it a horse? Is it a Ford? Either way, if I'm #2 I'm going through that intersection so get out of my way.

OK folks, so probably this image shows a traffic situation from somewhere in Europe, because in the US the road sign for vehicle 2 doesn't seem to exist.

- Road sign for vehicle 2 is called "crossroads" (in the UK), and turns the road into a priority road for the next intersection.
- Road sign for vehicle 3 is called "yield" or "give way", indicating to stop at the intersection and let other vehicles pass
- A general rule is that turning traffic also needs to yield

Combined, these rules sum up to:
Vehicle 2 goes first
Vehicle 3 goes second
Vehicle 1 goes third
