Does he play at all outside the home?
If so, my first thought would be the same type of table that he plays the most outside his home.
The second question is skill level.
If a decent player, probably a diamond with 860HR and pro cut pockets.
If he's more of a banger, he might have more fun on a decently set up valley with league cut buckets...

If I was going to buy a 7 ft table right now I would get a Diamond.
You should be able to get a used one delivered and setup for 4k.
I would go with a Diamond because that is what most of the Bars and Pool Halls have in my area.

he is not p[laying leagues now as he is learning but an avid student trying to be a good player

Used valley with penguin pro cut rails, aramith ball set, and good cloth.
Plus you will have enough left over to buy a nice stick or one of those projection systems to practice layouts.

I played for a decade in a room that had a washing machine chunk taken out close to one of the corner pockets and still got an 8-foot table. The rational is that one can "compensate" for a small room with short cue sticks and get the benefits of a large table.
That house got raised, and in a couple of weeks the 8-foot table will be reinstalled in a room designed to hold a 8-foot table.

Get a Diamond and you cannot go wrong. And if he ever wanted, or had a need to sell,
a 7’ Diamond table sells better than any other brand. Plus, he will absolutely love it.
Then tell him to spend the money on good lighting and hopefully, still have room in his
budget for a set of Brunswick Centennials. He’ll quickly appreciate how quality matters.

I scored a seven foot Valley with good cushions and Simonis for $600 delivered about fifty miles or so. I also had to pass on a far better nine foot table because I couldn't move it in a timely manner for $200! Good to know that everything is usually half price the last day of an estate sale so they are worth watching for pool tables.
I realize there is only room for a seven foot table but I would either find the money for a new Diamond or hunt a real steal deal to use while waiting on a great deal. I have seen probably a dozen gold crown nine footers free to a good home or bad one over the years. A pool hall lost their lease after decades and sold over forty of them for two hundred a pop too.
I think that very nice can be found for half of that four thousand. Look for a table in a home. When we get in a hurry we often compromise only to find perfection right afterwards.
Just a few ramblings. Talk to people that do estate sales and realtors. Movers too. My table came from a moving company that I suspect got it free. By the time they delivered they had learned they could have gotten several times what I paid. Good people, stood by their deal!

I'd get a used Brunswick home model 7' table. Probably a lot of them in the $1000-2000 range. The top third or so (by price) of the Brunswick 7' home tables have SuperSpeed cushions. I'd look for one of those models.
I looked for a year before buying a 7-foot Olhausen (all I could fit). Never saw a Diamond 7-footer on sale near me, never mind for under $4K.
I'd look for a Connelly, an older Brunswick or Valley with tighter pockets on Facebook. (Ohlausen pockets play differently than most other brands.)

6 or 7k is what they go for around here.
Where lol. maybe 10 years a go. when I bought a year a go anything used was over 5k without delivery so I just bought a new One.
for 4k by a nice valley . Get some ridgeback rails and simonis on it and you‘ll still have a couple grand in your pocket. If you can find a a diamond for less then 4k you got damn lucky.
