I roll the cue ball to the center diamond even with the three ball, take a foul. I'm looking for a mistake from my opponent, hoping its going to be hard for my opponent to roll slowly on the three ball and freeze and still get the one ball to the bottom rail.

Nope, thats not the plan. If its three foul lost then I take another foul, I'm on two, if he takes another foul he's on two. Now thers seven balls on the spot, it much eaiser to go the off the bottom ball and get up table. My opponent now needs three and I need four, I like that better than he needing one and me needing two.
And now You move/have more balls in play/options!

its a terrible place and score, to take a foul for being in almost a neutral position.
some shots are certainly better and have more possibility of danger than the others but have a higher reward if you are capable.
many or most positions at the table fall into that.
bills shot is really good if you can pull it off.
if not then a more simple way is the better option for you, as selling out in a game is disaster.
in my lifetime ive found leaving the player up table on the rail gives the best results if in a pickle.
and putting a ball by your hole with a blocker is supreme.
