The maker's initials. Made by Hector Villalobos from Fort Worth, TX. Says it's the second cue he's made with that logo, the earlier cues had a flying V logo.

I got the cue Saturday. Looks better in person and played great with a Revo.

Added for clarity: It did not come with a shaft, I paired it was a Revo as it was the only thing I had that fit a 3/8x10 Modified pin.
