I watched the shot a dozen times. Max got himself into a bad spot first by giving himself a tough angle after pocketing the six to get on the seven. Then I am pretty sure he tried to get slightly above the eight for an easy shot in the left side pocket that would have given natural position for the nine on the bottom long rail.
Risky position shot, it turned out. He came up short on the position on the eight. Even if he intended to come up shorter on the eight, and overran his position as you think, he still would have had to gone up and down the table. Classic case of getting out of line and falling further out of line.
But he didn’t have any other great options imo. Doesn’t look like he had enough angle for a simpler cut on the eight to get to the nine. The nine was on the rail near middle of the table.
He had to use some kind of power to go up the table and come back down.
