I foolishly did not take a pic of the entire cue. Appears to be goncalo alves or tulipwood, to me. 5/18x 18 pin.

The way that insert is finished...or rather relatively not finished is kind of a tell. I don't know any "good" makers that have an insert looking like that. With that slightly conical shape it might be compression fitting. Usually I think you want a wood compression, not the brass insert itself though. Did you screw it together?

That does look like it might be an Ivory ferrule.

Interesting weight bolt looks like it was machined down after installation? No hex or slot for purchase in the case of tightening or removal.

Pawn shop background? No further pics? I am assuming you didn't grab it?

The Delrin butt cap and joint ring style evoke several good makers but nothing specific comes together with the rest of it, at least for me.

Maybe someone else knows.

Side note, whoever zip tied it needs a good smack on the head.

I was on my way to visit my folks on my motorcycle so I put it on layaway.

I think the weight bolt is an allen with the threading going through the hole.

I feel like I recall this cue being sold locally within the last year stating it was a refinished JW.
 
I'd be willing to bet it's 5/16 x 18 pin. A quick search tells me Joss switched to 5/16 x 14 in the 70's (but's that's a Google search so can't confirm). Either way, it looks like a well put together cue with good materials.

What'd you pay for it? My guess is, it's going to be a great player.

Make sure you post up more pics and the specs! Merry widow, 4 pointer? Can't wait to see the rest of it. I literally just sold the last piece of goncalo alves I had or I'd be comparing them but, looking at the inter webs, that's my guess also. Here's a link to my old Tulip wood MVP cue, the grain seems similar but the tulip wood seems a bit tighter than your picture and has a bit more an orange tint.

looks like something billy might have made around 1970 or some before when he was experimenting on things.
just doesnt look like his rubber on the bottom then.

I know a guy who uses rubber bands. 😉
