The way that insert is finished...or rather relatively not finished is kind of a tell. I don't know any "good" makers that have an insert looking like that. With that slightly conical shape it might be compression fitting. Usually I think you want a wood compression, not the brass insert itself though. Did you screw it together?
That does look like it might be an Ivory ferrule.
Interesting weight bolt looks like it was machined down after installation? No hex or slot for purchase in the case of tightening or removal.
Pawn shop background? No further pics? I am assuming you didn't grab it?
The Delrin butt cap and joint ring style evoke several good makers but nothing specific comes together with the rest of it, at least for me.
Maybe someone else knows.
Side note, whoever zip tied it needs a good smack on the head.

I was on my way to visit my folks on my motorcycle so I put it on layaway.
I think the weight bolt is an allen with the threading going through the hole.
I feel like I recall this cue being sold locally within the last year stating it was a refinished JW.
I'd be willing to bet it's 5/16 x 18 pin. A quick search tells me Joss switched to 5/16 x 14 in the 70's (but's that's a Google search so can't confirm). Either way, it looks like a well put together cue with good materials.

Make sure you post up more pics and the specs! Merry widow, 4 pointer? Can't wait to see the rest of it. I literally just sold the last piece of goncalo alves I had or I'd be comparing them but, looking at the inter webs, that's my guess also. Here's a link to my old Tulip wood MVP cue, the grain seems similar but the tulip wood seems a bit tighter than your picture and has a bit more an orange tint.

I have a feeling it was refinished.
Finally got it home. Played with it last night. Plays like a 70’s/80’s cue. Solid hit and it has that audible “ping”. Similar to an old Scruggs I had years ago and a very early Schon R-6 in feel. Here is the weird part. I looked at the buttcap under magnification and it has a stamped JW in the delrin.
All old Josswest and a Joss I have seen they are etched in. The weight bolt also has no way to unscrew it, though I initially thought the weight bolt was keyed for an Allen. So it has either had the buttcap replaced, though the lack of ability to remove the bolt puzzles me or someone tried to fake a JW. I have non idea how someone would stamp into a delrin buttcap and if someone tried to fake a JW, it would be less effort to etch it.
The joint collars are the good black linen phenolic. Great shaft wood with an ivory ferrule.

That’s what I am leaning towards. So far I have only found one 68-72 Joss that has the same pin and joint collar. Most of the them have rectangles in the joint collar where this one has squares, so it could be from that time frame too, though I would think the repair guy would have attempted to stamp it Joss unless he was unscrupulous.
I’m sure the buttcap has been replaced in its lifetime. I would imagine BITD average folks would have a local repair it vs shipping to the maker.
