Anyone know how the scoring works? it looked like they were getting between 3-5 points for a game win.

Golden Nine matches adopt a points-based scoring system, using the cue ball and object balls numbered 1 through 9. Players must strike object balls in numerical order from lowest to highest.Match points are calculated based on Break and Run, Table Run, Standard Win, and Fouls:​
• Break and Run: 10 points​
• Table Run: 7 points​
• Standard Win: 4 points​
• Foul: 1 point awarded to the opponent​
Definitions:​
Break and Run:​
The breaker legally breaks and clears the table in the same inning.​
Table Run (any of the following situations):​
(1) After pocketing a ball on the break, the breaker clears the table in one uninterrupted inning and pockets the 9-ball by combination or carom;​
(2) When only the 1-ball and 9-ball remain on the table during non-break play, and either player clears the table (pocketing the 9-ball mid-run does not count as a Table Run);​
(3) The 9-ball is pocketed on the break;​
(4) All nine object balls are pocketed on the break.​
Standard Win:​
Any other situation in which a player wins a rack.​
Foul Scoring:​
For the first and second fouls committed by a player within a rack, the opponent receives 1 point per foul.​
If a player commits three fouls in the same rack, the third foul awards the opponent 2 points, and the rack ends immediately.​

Quarter finalist only gets $22,000?

If I was a top player, I wouldn't bother with these events.
So you wouldn't attend the World 9 Ball if you were a top player? The quarterfinalists made $25k in that event last year.

Any reason this type of scoring can't be adapted to bucket 9 ball?

God no. That's the most convoluted scoring I've seen! I hope you were joking. 9 ball is so simple and pure, so easy to understand, so easy to show a beginner. "Make the balls in order, whoever makes the 9 wins". Here, we are all pool fanatics, and hardly any of us can follow the Chinese 9 ball format.
 
He battled leukemia for 7 years starting in 2012 plus citizenship stuff in China.
The leukemia was a bad hand for sure. The citizen stuff, IDK why on earth he wanted to leave Taiwan for China. I vaguely recall he might have tried Singapore first. Taiwan had and still has the best pool players, imo, other than the Philippines.

I get that. The stalling problem seems to be the Pro blem.

What does 240 min/40 racks mean? Is the winner the highest points after 40 racks or 240 min, whichever comes first? Is the match halted if its mathematically impossible for the losing player to catch up?

Rules are on the youtube page, scoring is as follows:
• Break and Run: 10 points
• Table Run: 7 points
• Standard Win: 4 points
• Foul: 1 point awarded to the opponent
