Yes, by rule the non racking player has the right to check the rack and if unsatisfied can ask for a rerack. Player may be checking for straightness, or anything else the breaking player may have done to give himself a advantage on the break.

I took the rubber bumper out of my Southwest cue. I like the feel of the vibration without it and have better control.

Never hit with a Hercek before, but I wouldn't trade my Southwest and the way it plays for any other cue. I have owned two Southwest cues and both are far and away the best playing cues I have ever played with.
