    True that, but the direction through the center is always toward the table, and the direction of the cueball is parallel to the table when shooting over a rail. As for the negative elevation, these instances are few and far between.

    You could do this without cutting the old tenon off, and do a build up of layers on the original tenon. I thought about doing this using some carbon fiber tow.

    Side-to-side centerball, yes. Vertical centerball, no. You will never stroke parallel to the table surface unless you have a crooked cue... ;)

    Nope. Not without damaging it one way or another.

    Maybe it wouldn't work for woodturners if the moisture content was less than 10%? I know some woods tend to chip or fragment when really dry.

    It looks to me that wrap is just laying on top of the cue, and there is no wrap groove to recess it in. I'd just remove and toss it. With all the other metal on it, isn't that butt really heavy?

    PVD and DLC coatings will get Ti black PVD is Aluminum Titanium Nitride (AlTiN / TiAlN). AlTiN is blacker. DLC is Diamond Like Coating and is black. Either is relatively expensive in small batch orders, so I'd suggest finding some pins somehere that were already done, myself.
