Shaft doesn’t say anything… not convinced it is original but it does feel low deflection so maybe???

I am replacing the tip on a cue I bought and have a quick question. It had a leather tip and I cut that off. But there was a thin reddish Brown layer on top of the white of the ferrule. Wondering if that is part of the ferrule itself or if that is part of tip? It feels extremely hard...
