    14mm is the max tip size allowed in Pool tournaments. The shaft can be thicker like the way that the snooker shafts taper in the first 2 inches or so down to 10mm or smaller in diameter with a brass ferrule.

    You can do what a lot of snooker cues do and taper the very front of the cue. In your case, you can just taper the ferrule and then put on the 12.75mm tip.     Cutting it wet stops free dust in the shop. You want a system so that you have no free dust or fine pieces around. Its a type of material that you just can not be too clean.

    It's where the item is ground with either e wheel or a belt, and is supported with a drive and either a blade or wheel that helps support the part or piece being ground. Search for centreless grinding. Its interesting stuff.

    It depends on the way the shaft is manufactured, as to if it is sanded, or centreless ground like fishing rods are. Some weaving machines can produce product that does not require sanding or grinding.
