World Snooker uses the Fargo rating ? There are no pool tours , most points are assigned from one off tavern tournaments using various rules formats . I'm not saying it couldn't be used , any pool rating system with defined standards could be used .

Why not have a tournament requirement for players who aren't knocked out, to rack for others when they're not playing? I don't think this would be enforceable .
