Absolutely the shooter! And it makes no difference which ball drops first! I've heard that argument before. lol

That argument is usually made by the person that was setting in the chair

Yep, the game certainly goes to the shooter.

WARNING ... Beware of the counter move by the experienced player. You know, the one where he owes a ball and you get one in front of your hole, leaving him no option but to pocket it. Then he spots it, saying that's the ball he owes! :grin-devilish:

Shooter wins are the rules, but I've never hesitated to bend rules like this based on the circumstances.

For example, if you are getting 9-6 you should always argue for your advantage, you are the mark in your opponent's mind, and they are liable to let you win the argument, even if they know it's wrong.

If you are giving 9-6 to a good customer, always let the good customer win the argument, you want them coming back.

If you are giving 9-6 and it turns out to be a tough game, call them out on the rules.

Thought it was whichever ball goes in first
There is never a situation in pool in which ball dropping order on one shot is important.

The only timing issues in pool are to decide (on some shots) what was struck first by the cue ball and whether a ball on the brink of a pocket rested there for five seconds before falling. Well, and use of the shot clock, but that's not a part of the main rules.
