I had a situation come up in a straight pool match in the league I run and I don’t know the correct ruling.
Player one misses a shot, the object rolls into the wrong pocket and the cue ball roll down to stick to the bottom rail. Player one spots a ball up. Player two stands up and grabs the cue ball thinking there was a scratch and he has ball in hand.
Player One thought it would be a 16 point intentional, they argued and I was called over.
So, what is the call? We play by the World Standardized Rules, Cue Ball Fouls Only (General rules 1.16.1). In the 14.1 World Standardized Rules, 6.7.5 covers a player touching a ball that is rolling. This ball was not, so we go to the general rules. In the general section, 3.21, it says touching the cue ball is a foul and “any object ball moved during a standard foul must be returned as closely as possible.” This was the cue ball, not an object ball. Treat the cue ball the same maybe?
3.29 does address this situation, treat it like a foul, it the tourney director thinks it was intentional issue a warning, next infraction is a loss of game. Nothing said about what to do with the cue ball.
