14.1 - Two balls remain on the table positioned behind the head string. Shooting player miscues and pockets the cue ball. Incoming player has ball in hand, but he must shoot from behind the head string.

What's the rule?

I'm very interested in the correct rule here...I don't know it.
Some places played 'the closest ball to the spot goes up'.
I played a game to 200 years ago where they didn't play that rule.
I needed less than a rack...my opponent needed a few more than me.
I trapped him with the last 3 balls behind the line....
....he fired whitey into a pocket.
...I said "You're on one scratch." and fired whitey into a pocket.
...he said "Damn."...and shot whitey down table by a jaw.
...I fired whitey into a pocket.
...he kicked and missed altogether.
He messed up on the break and I got out

I've always thought that straight pool should be played with 'shoot again
after any foul' option.
 
From WPA rules...

6.1 Cue Ball Scratch or off the Table The cue ball is in hand behind the head string (see 1.5 Cue Ball in Hand).

1.5 Cue Ball in Hand
When the cue ball is in hand, the shooter may place the cue ball anywhere on the playing surface (see 8.1 Parts of the Table) and may continue to move the cue ball until he executes a shot. (See definition 8.2 Shot.) Players may use any part of the cue stick to move the cue ball, including the tip, but not with a forward stroke motion. In some games and for most break shots, placement of the cue ball may be restricted to the area behind the head string depending on the rules of the game, and then 6.10 Bad Cue Ball Placement and 6.11 Bad Play from Behind the Head String may apply.

When the shooter has the cue ball in hand behind the head string and all the legal object balls are behind the head string, he may request the legal object ball nearest the head string to be spotted. If two or more balls are equal distance from the head string, the shooter may designate which of the equidistant balls is to be spotted. An object ball that rests exactly on the head string is playable.
 
I thought there was something about being able to place the cue ball exactly on the head spot and shoot back into the kitchen at an object ball? Is that not true? Did it used to be allowed?

Maybe I'm confusing this with a rare break scenario where the last object ball is in the kitchen and the cue ball ends up in the rack area?

I can't speak to previous rules, but you are correct that it is a break scenario.
 
What happens when you have finished the rack and the 15th ball is behind the head string. The cue ball ends up in the rack? Does the cue ball go on the head spot,,or is it ball in hand behind the head string? Can you shoot at the ball behind the head string, or do have to shoot at the rack?

to my knowledge the Cue Ball would go on the spot.... If the object ball is is blocking the spot, the object ball would go in the center of the table between the side pockets, and the player would have ball in hand behind the headstring.

Lets see if i am correct when Bob Jewitt chimes in !!

Cue ball on the head spot and you can shoot at anything on the table.

If the OB is blocking you from putting the CB on the head spot, then the OB stays put and the CB goes on the center spot.

You are correct. As already mentioned the CB goes on the head spot unless it is occupied by the 15th ball, in which case the CB is placed on the center spot.

And yes, you can shoot at the OB. You can always shoot at the OB in any racking situation.
