All cues that I have bought I have played with. It is one of my criteria when I purchase the cue that I have to be able to play with it. Its an instrument afterall and meant to be used. As for the factors on collecting a Tad, I'm pretty new to cue collecting. I think you need to ask some of the resident experts. I basically buy what I like which is how most people approach any hobby.
