Uhhh, no. You're thinking of the CITES Treaty, which bans the sale/import/export of ANY amount of ivory unless you can prove that it was "Pre-Ban". Virtually every industrialized nation signed that Treaty. It's why you should never ship a cue overseas if it has any amount of ivory.
eBay, in their infinite wisdom, decided that NO ivory can be sold on eBay, regardless of when or where it came from. Forget CITES, "Pre-Ban", etc., if it has ivory in the description, they will <probably> pull your listing. And they do not refund your listing fees....
<EDIT> To the OP, just describe it as "the good stuff". Don't get cute with misspellings, or claiming it's "white talons from the French Foo Bird".
