Actually Danny Janes and Bill Stroud weren't together in Colorado. Danny stayed in Baltimore while Bill moved to Colorado probably sometime in the early 70s . Having said that, this is very nice cue, I'll have to get a better look at it tomorrow on the computer.
Does it have 1983 on the joint/butt collars? Points don't look to be sharp. It looks like a cue from the Joss archive after they changed to rounded points. Looks

Danny and Bill had parted ways long before 1983. The price really more depends on if it is a Joss or a JossWest. The $1000 quote may be accurate for a Joss but I seriously doubt it for a JossWest.
Looking at it now on my laptop it surely does not look like a Joss West. However, I've played with a similar cue with an ivory joint owned by a (then) older player. It was not a production model and was made, as was mine, before the production models appeared. The one in the link, while similar in design, is not the same as the one I played with. In the one in the original post, the bands on the butt are larger than the one I saw.
I like old joss cues, but most from that era don't sell for more than 600. Even the fancy ones, which this cue isn't. I watch the cues on ebay, sometimes buy one, and very rarely do you see one actually sell for more than that.
This cue, in my humble opinion, if it is straight, would be in the 550 range.
