I'm guessing Efren. I think he won and then had something like 3 straight runner ups in the 90's. But with the smaller fields in the 70s/80s...who knows.

Efren it was. Wikipedia has the history of the Open including scores of all the finals. Mike Sigel got into the final four 12 times.

The final used to be a race to 15.
