Depends on the tournament/league rules. Usually the break switches to the opposite player. BIH before the rack is broken is pointless.

I've always thought and played that until the cue ball hits the one the game has not started. Same player gets to try again. Strike one...

The game starts when the cue ball crosses the head string.

When the cue ball crosses the line, the game has begun.

The beginning of the game is when the cue ball leaves the kitchen.

If you break and don't make contact with the rack at all, do you REALLY think you should be allowed to try again?

if it is an apa match the same person tries again unless the cue ball scratches if that happens the break goes over to the other player under tap rules break goes to other player. I dont know anout bca

Official BCAPL response and more...

In BCAPL play, foul per BCAPL Rule 3.3.1. BIH to opponent.

IN WSR, foul under Rule 2.3(b). BIH to opponent.

Drew - BIH is far from pointless. Player A is already on one foul. Player B now takes CB near 1-ball and softly thins the 1 at an angle that will leave the 1 in place and CB behind rack. Almost a sure miss for Player A, who will now be on two.

If Player A doesn't have the sense to smash the rack from the back and hope for at least a more difficult safety, Player B simply repeats to probably win by 3 fouls. If Player A spreads rack, they are now on two but at least Player B has to play a lockup safety on a spread out table if they want to foul out Player A - most likely at least a little tougher.

Ball in hand for the opponent. I've seen people breaking and the cue ball flew into the next table's pocket :D
